3. Iqlab
One of the Noon Sakinah rules is called Iqlab. It is called Iqlab because the Noon Sakinah pronunciation is changed to Meem (م). This rule is applied if the Noon Sakinah is followed by the letter Baa ( ب ). So when you find a Noon Sakinah followed by the letter Baa you will pronounce the noon as a Meem.
